H.E. Lucie Berger was appointed as the European Union Ambassador to the United Arab Emirates in September 2023. Born on January 17, 1983, in Prague, she is fluent in Czech, English, and French, with working proficiency in Arabic, German, and Spanish.
Ms. Berger holds a Master’s degree in European Integration from the University of Economics in Prague, specializing in European law, policies, and economics. Her thesis explored workers’ mobility following the 2004 EU enlargement. She also pursued studies in political science, diplomacy, and international relations and holds a Bachelor’s degree in International Trade.
With over a decade of experience in international diplomacy, Ms. Berger has achieved significant milestones. From 2022 to 2023, she served as Policy Coordinator at the European Commission’s DG Climate Action in Brussels, overseeing trade negotiations, climate policies within trade, and sustainable development initiatives.
Prior to that, from 2018 to 2022, she represented the EU in Geneva at the International Telecommunication Union (ITU), World Intellectual Property Organization (WIPO), and United Nations Economic Commission for Europe (UNECE). In these roles, she championed digital diplomacy, led negotiations, and articulated the EU’s digital strategy.
Between 2015 and 2018, she was the Head of Trade and Economic Affairs for the EU Delegation in Riyadh, focusing on strengthening trade and economic ties between the EU and the Gulf Cooperation Council (GCC), including the UAE. She launched key initiatives like the EU-GCC Trade and Investment Dialogue and the EU-GCC Dialogue on Economic Diversification.
